The Jewish National Fund wanted a master plan for the
different existing and proposed forests, and the different functions of forests
according to their proximity to population centers and natural conditions such as
climate, soil, and indigenous vegetation. The plan tries to create a continuous
body of forest to maximize the ecological well being of both plants and animals.
This plan became law in 1995. The work was done in collaboration with Motti
Kaplin and Ilan Beeri.
